最近大埔火災再次提醒香港一個殘酷的現實:我們經常談如何預防災難,但卻忘了災後復原往往更長、更痛、更需要制度與支援

對許多住戶來說,生活在幾分鐘內被徹底改變。火焰可以熄滅,但後續的影響可能持續數月甚至數年。這次意外也讓我們反思:
我們是否真正準備好,不只面對災難本身,更面對災後漫長的挑戰?



1. 防災是每一個人的責任

我們往往以為安全只屬於政府、消防處或管理處的工作。
但真正的防災其實從日常習慣開始:

  • 保持走廊暢通

  • 定期檢查家中電線與電器

  • 清楚知道滅火筒、逃生門位置

  • 教導小孩與長者簡單的逃生守則

  • 了解自己大廈的結構與安全弱點

許多悲劇並非設備不足,而是掉以輕心
特別是香港不少舊樓,住戶年紀偏大,安全意識更不能忽略。



2. 災後的真正考驗:支援是否到位?

火滅了,煙散了,但的痛苦才剛開始。
而一個成熟的城市不只要懂得滅火,更要懂得「善後」。


A. 人員:安全、疏散與緊急需求

被迫撤離的住戶第一時間需要:

  • 暫時住所

  • 乾淨衣物

  • 食物

  • 常用藥物

  • 心理安撫與情緒支援(尤其長者與小孩)

香港每次大型意外,都能看到義工、NGO、教會團體及區議員伸出援手,但更理想的是:
支援應該制度化,而不是靠熱心與運氣。


B. 安置:最急迫的需要

突然失去家園,是任何家庭最難承受的事。
他們可能需要:

  • 酒店或旅館的臨時安置

  • 短期過渡性房屋

  • 緊急生活津貼

在香港這樣的高樓城市,安置更是災後的頭等大事。


C. 醫療與心理照顧

火災後常見問題包括:

  • 燒傷、嗆傷

否則居民會「受兩次災難」——一次是火災,一次是漫長的復原過程。

每一次意外,我們都看到香港人的同心互助,這份人情味值得珍惜。

以一個走過人生大半的老人來說,我愈來愈覺得:
一個地方是否有韌性,不是看火多快被撲滅,
而是看災後多久能讓居民重新過回正常的生活。
